My name is Mercy K. Miantona, and I go by Mercy. I am married and enjoy spending quality time with my family and friends. I prioritize reading, staying active, eating healthy, engaging meaningfully with others, listening to good Christian tapes, and learning new ideas. I am both a Family Nurse Practitioner (FNP) and a Psychiatric-Mental Health Nurse Practitioner (PMHNP), but I primarily work as a PMHNP at an outpatient psychiatric clinic in St. Paul, Minnesota, where I provide care for patients with a variety of psychiatric and substance use disorders. While I enjoy medication management, I also value connecting with my patients on a therapeutic and person-centered care level, empowering them to take charge of their health and enjoy life to its fullest.

I belong to the Minnesota Board of Nursing and the Minnesota APRN Coalition. Although the roles and activities of both organizations differ slightly, they both engage with legislators and promote healthcare legislation.

The Minnesota APRN Coalition is a professional organization that advocates for the interests of APRNs in the state. One of its key activities is engaging with legislators on issues that impact APRNs, such as scope of practice, licensure, and reimbursement policies. For example, the Minnesota Action Coalition is working to transform healthcare through nursing in our state. Understanding that Minnesota faces specific healthcare challenges, we are collaborating with diverse stakeholders to create and model innovative solutions, with nurses leading the way (Minnesota Action Coalition, 2021).

The Coalition works to promote legislative changes that advance the role of APRNs in healthcare, particularly related to their ability to provide care independently and expand their scope of practice. This often involves advocating for laws that increase the autonomy of APRNs, enhance access to care, and improve healthcare delivery in Minnesota.

The Minnesota Board of Nursing oversees the licensing and practice of nurses, including APRNs. While its primary responsibility is regulatory rather than advocacy, the Board of Nursing is involved in providing input on healthcare legislation when it pertains to nursing practice standards and regulations. The mission of the Minnesota Board of Nursing is to protect the public’s health and safety through the regulation of nursing education, licensure, and practice (Minnesota Board of Nursing, n.d.). The Board may offer recommendations or provide testimony during legislative hearings on nursing-related bills, ensuring that regulatory aspects of the profession are considered in legislative discussions.

The Minnesota APRN Coalition actively advocates for legislative changes, while the Minnesota Board of Nursing engages with legislators from a regulatory perspective. Both contribute to the overall well-being of healthcare policy within the state’s healthcare system.

 

The Minnesota Action Coalition was formed as part of the national initiative following the release of the Institute of Medicine (IOM) report titled The Future of Nursing: Leading Change, Advancing Health in 2010. This report recommended several key actions to improve the nursing field, one of which was the establishment of state-based action coalitions to improve and advance nursing practice and education.

The Minnesota Action Coalition works to implement the IOM recommendations by focusing on areas such as:

  • Increasing the number of nurses with higher levels of education, particularly through advanced education programs.
  • Promoting nursing leadership in healthcare organizations and policy.
  • Supporting the role of nurses in improving healthcare quality and access (Minnesota Action Coalition, 2021).

Working to reduce barriers to practice, such as those related to scope of practice and independent practice for advanced practice registered nurses (APRNs).

As the healthcare system undergoes changes, in part as a result of the Patient Protection and Affordable Care Act, the nursing profession is having a wide-ranging impact by providing patient-centered, accessible, and affordable care (National Academies Press, 2016). In 2010, the Institute of Medicine released The Future of Nursing: Leading Change, Advancing Health, offering recommendations for nursing in the new healthcare landscape (National Academies Press, 2016).

The Minnesota Action Coalition is a collaborative effort involving many key stakeholders such as nurses, healthcare organizations, and academic institutions to transform the nursing profession in the state. The coalition is part of the larger national effort coordinated by the Campaign for Action, a nationwide initiative to implement the recommendations of the IOM report.

Minnesota’s local legislators vary depending on the specific city or county, which can be located by checking the relevant local government websites for information on city council members, county commissioners, or other local officials.

Senator Amy Klobuchar is a U.S. senator for Minnesota. I have been following her on Facebook and discovered that she has been a key advocate for healthcare reform, introducing various forms of legislation related to healthcare policy. For example, Senator Klobuchar is working to reduce prescription drug costs for millions of people starting in January 2025. She has also introduced the Mental Health and Addiction Services initiative, which focuses on improving mental health services and combating the opioid crisis which I am eager to learn more about. Senators Amy Klobuchar and Tina Smith recently announced that the Minnesota Department of Human Services received a $2 million grant from the U.S. Department of Health and Human Services (HHS) to support mental health care (Wiita, 2021).

According to a release, the grant will provide access to mental health and addiction services for about 6,600 people with mental illness and substance use disorders who have been impacted by the COVID-19 pandemic (Wiita, 2021).
